Tasmaganbet Sabyrzhan Nursaliuly graduated from Pedagogical Institute named after Arkalyk Altynsarin as a teacher of Russian language and literature in 1994, and a bachelor of psychology in 2010. From 1997 to 2000 he was a director of school № 8 in Arkalyk, from 2000 to 2003 - Head of Culture in Arkalyk, from 2003 to 2005 - Director of the school named after Altynsarin, in 2005 he was appointed as a Head of Internal Policy.
Shamshin Arman Zhaganovich graduated from Karaganda State University, as a physicist and teacher. He began his career in 1981 becoming a school teacher in Amangeldy, then he was appointed as an instructor, head of department in Amangeldy district, head of department of Amangeldy executive committee. He worked at JSC "Torgaybakaleytorg", JSC "Kolos," LLP "Alyuminstroy", "ICE Arkalyk credit house", "Arkalyk food company". From 2001 to 2006 he was a deputy mayor of Arkalyk city.
